I believe what is portrayed in the 3rd image is a Kawasaki ETC 2.0 Unit or similar.
ETC 2.0 would be the abbreviation for the Electronic Toll Collection version 2.0
From my understanding, it's basically some kind of wireless antenna module that your credit card/prepaid card can be inserted into for quick payment at Tolls, Parking, Ferry, Fast Food, ect..

Nice find. So it's a device that just sends out payment for stuff on it's own? Sounds like something theives would love to have cruising around on the highways here.
