They definitely don't need to be welded. You can, but it's not needed. They aren't holding back any gas themselves and only serve to push the header pipe into the head all the way via the flanges. So, the small opening is fine to be there.

I didn't tack weld mine. They are behind the clamp so they won't move once you torque them.
I made a ton of them when I made mine, but gave them all to a friend since I suck at shipping in a decent timeframe. I live too far from a post office with very short hours.

3/16" is a hair longer than 5mm but should work fine. Precision is not critical here as long as they are all close to the same thickness, long enough to clear the clamp to tighten the header and not too long to create clearance issues.

3/16’s will work. Thats actually what mine are as the shop couldnt get dead on 5mm. Still penthy enough threads for the nuts.
